With the announcement of Chattanooga 2.0’s Early Matters 2025 Early Childhood Action Plan, Hamilton County is stepping up its efforts to improve early care and education for our youngest learners. 

The Early Matters 2025 Early Childhood Action Plan outlines a roadmap for strengthening the local system, focusing on what young children need to thrive in our community. 

This plan is the result of a year’s worth of research and community engagement, ensuring that it’s based on the real needs of young families here in Chattanooga-Hamilton County.

The plan emphasizes the critical importance of the first eight years of a child's life and the role they play in future academic success, with third grade being a key milestone. 

Research has consistently shown that children who enter third grade ready to learn are more likely to succeed academically and later in life. With these early years being so formative, it’s crucial that we give our young learners the best possible start.

As a longtime member of Chattanooga's early childhood education community, I’m excited about the direction we’re heading!

This new action plan highlights not only the strengths of our community’s early childhood systems but also the challenges that families face when trying to access quality education, health, and family support services. One of the most significant barriers we face is ensuring that all families, regardless of their circumstances, can access the tools and resources they need for their children to succeed.

This is where quality learning tools come in. In line with the Early Matters 2025 plan, we can make a huge impact by ensuring our educators have the right resources to help young children thrive. Below are the top five learning tools every Chattanooga teacher should have in 2025 to help meet these goals and give every child the best start in life.
